Hospital Social Service Programs in Bangladesh (Fieldwork: Part-05)

After India Pakistan division in 1947 East Pakistan (present Bangladesh) experienced multifarious refugee problems. To solve these problems the then East Pakistan government asked support from United Nations. UN sent a specialist team to Dhaka to help the government of East Pakistan. The specialist team suggested for introducing social work to combat these problems. According to their recommendation a short course of three months on social work was introduced in 1953 to produce skilled social worker.
In connection to the introduction of Social work the Hospital Social Services Program was introduced in Dhaka Medical College Hospital in 1958, under the National Social Welfare Council. At present, this program has been expanded up to 88 hospitals in 64 districts under the direct supervision of the Department of Social Services (DSS), Ministry of Social Welfare 

Existing Hospital Service Departments of Bangladesh
In Bangladesh, hospital social work is not considered as a profession and known as hospital social service program. Those who work as hospital social workers are known as hospital social service officers. A list of hospital social service departments in hospitals of Bangladesh is given below:

According to Department of Social Service (DSS) the main activities of the Hospital Social Services are as follows:
  1. Paying the cost of medicine, all types of medical tests, diet, conveyance, etc.;
  2. Financial assistance to the family of the patients during their treatment;
  3. Curing the patients, giving more importance to their psychological affairs;
  4. Helping the doctors for medical treatment of the patient after collecting socio economic information;
  5. Identifying the poor and distressed patients for inclusion in medical social work program from among the outdoor patients;
  6. Referring the identified patients to different departments and to respective doctors according to illness;
  7. Counseling with respect to inability to follow the suggested treatment, instructions of the doctor so that the illiterate patients can be benefited out of those treatment/instructions;
  8. Helping the patient with clothes, crouch, artificial limbs, spectacles, blood, etc.;
  9. Helping mentally and emotionally disturbed patients for their mental cure; 
  10. Helping the patient to remain free from anxiety by making communication with their family members in the long term medical treatment;
  11. Provide counseling and guidance on family planning, child health care and also to make them conscious about all kinds of contagious diseases;
  12. Follow-up of the patients regarding their soundness of health and rehabilitation; 
  13. Arrangement are made for the unclaimed babies to get them admitted in the Baby Homes;
  14. If necessary, the helpless and poor patients are provided with micro-credit to reduce their poverty and include in the poverty alleviation program.
Patient Welfare Association
Patient Welfare Association has been established to encourage the voluntary participation with the Government efforts in the field of hospital social service. There is a voluntary organization named Patient Welfare Association in each hospital. This organization is registered with the DSS under Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961. There are 88 Patient Welfare Association in Bangladesh. These Associations consist of the members from the Government and non-Government sectors. The main objective of this Association is to raise fund and to create facilities for rendering financial help to the poor patients. The Hospital Social Services Officer who is the ex-officio Member Secretary of the said Association implements the decisions of the Association. The Director of the Hospital or the Civil Surgeon is the Chairman of the Association. The Association receives yearly grants in aid from the National Council of Social Welfare. The Association raises funds from welfare associations and NGOs with the help of the Deputy Commissioner, the Civil Surgeon, the Superintendent of Police and other district level officers of the Government. A total number of about 200 million patients have been benefited through this program up to the 2006.

Citizen Charter of Department of Hospital Social Service
Citizen charter of hospital social service department states the following services to be given to the patients.

  1. Helping patient to get admission in the hospital, and to get treatment, and providing guidance.
  2. Helping the physicians to diagnose disease.
  3. Providing poor and helpless patients with medicine, blood, diet, cloth, glasses, crutch, artificial limbs and other commodities
  4. Providing nutritious food to the poor and helpless patient
  5. Rehabilitating deserted children.
  6. Helping patients to lead a normal life who has become unexpected in the family due to illness.
  7. Helping patient to be transferred from one hospital to another for treatment.
  8. Educating patients about health awareness and primary treatment.
  9. Providing psychological support to the patients and their family suffering from serious diseases or who need operation.
  10. Providing transport facility for transporting the dead body of unanimous and poor patient.
  11. Helping poor and helpless patients to bear expense of pathology and treatment.
  12. Providing economic support or transportation fare to the poor and helpless patient for reintegrating in the family.
  13. Giving priority to the poor and helpless, old or disable in getting treatment and providing them opportunities to get admission in the institutions run by Department of Social Services.
